I unfortunately hadn't had the budget to fully spec out a system I had meant to use it for so no idea about longevity but the Erying boards off AliExpress are like recycled(?) laptop CPUs soldered onto standard mobos, they were making the rounds a few years ago

portability is a concern, hence MicroATX. I also just got a cheap case I like, so it *does* have to be that form factor.

Without looking, perhaps some sort of retired corporate Excelbox might fit the bill, in terms of cheapness? Although I guess you'll have to go for a tower format for full-width cards.
