Just a guess: there's a law on the books in VA that predates the Fed law legalizing same-sex marriage, & w all the fuckery expected in the next 4 yrs, ppl in VA don't wanna bet on that Fed law continuing. So they want an amendment to VA's constitution to override state law banning SS marriage.
