He's totally capable of just attacking it and causing 4x Chernobyl. Without even triggering Article5 , entire Europe would be eating iodine.

We couldn't go outside longer than a few minutes for a month. All our sports were cancelled for the spring season.
Anything close to another Chernobyl and the entire European continent is dead (if uncontained).

Chernobyl is located in Ukraine, Belarus & Russia..
