Assuming that it gets absorbed into the State Dept as Rubio asserted, maybe the funds get absorbed into the State Dept too?
(This is assuming, of course, that USAID can be just absorbed into the State Dept without legislation to accomplish this).

If USAID continues to exist as a legal entity but it has no staff and fails to actually spend its funds, I guess the appropriated money would get swept back into the treasury when the appropriation expires?

I hope that’s it. I keep thinking these guys are going to try to steal the money from the treasury. I know that sounds nuts but it’s like Stuart Stevens once said, “they do the unimaginable”!
