That usually means a commission. Pad it with cronies who take 2 years to conclude that police violence is bad.

This will have to go to court to compel LAPD/SD to comply with protocol (a la Ferguson 2015) which is as pathetic as it sounds.

Honestly, I think law-enforcement needs a nationwide from the top to the bottom refresh. Too many people are in law-enforcement for the wrong reasons.
