So, WI would have zero reason to expand...
A handful of states would try to scrape together enough money to offset a portion of the cost but it'd only amount to a small fraction.
Why? Well, right now the feds are paying ~$914M/yr for the ~277K enrollees.
Under full expansion, they'd pay ~$1.72B/yr for ~353K enrollees, or ~$806M more...
That means the feds would *save* ~$440M/yr in reduced ACA subsidies, or over half of that $806M increase.
