A cool thing about building foundries to make microchips is it takes like a decade for the factory to be built and then actually break even.
And pretty much as soon as it breaks even, it is already in need of expensive and lengthy overhauling.

Huge part of the restriction on standing up new fabs is that manufacturing capacity for the photolithography machines themselves is booked about a decade out.
Starting now, realistically, it'll be 12-15 years before you can run chips... and that's if you're *NOT* innovating.
