But I thought the right to receive it (after applying) is confirmed in law? Also they Gibraltar has to accede to U.K. govt for matters of defence and foreign policy.

All overseas territories have the UK representing and defending them. Doesn't make them British citizens by default though. They are British Overseas Territories Citizens or whatever the latest nomenclature is.

However if by applying they automatically get U.K. citizenship, then it’s a tick box.

Also Gibraltar was pulled out of EU because of Brexit. I honestly have no horse in this race, but it’s not an independent country.

You are entitled to think what you like, but the UK is England and Wales, Scotland, and Northern Ireland. That's it. Nothing more. Malta almost became integral. Not Gib.
France includes Guadeloupe etc as integral parts of the country, just like Alaska is an integral part of the US.
