I have a slight feeling the people making this comic wanted to make something else. Based on how nothing on these pages blend in with sonic or tails lmao
Take it into the context : there were only 2 mainline games, no real direction for the brand, and most artists grew on the "cartoonish characters with more realistic characters/settings).
I'm more talking about how tails looks off model with weirdly shaped proportions while the monster to the right of him has a much better proportioned and really detailed design and shading (notice that tails is as flat as a pancake while there's highlights and shadows on the creature)
like in your example that lady has about the same amount of detail given to her as donald duck, there's a consistent quality to it that isn't present with tails and the monsters he's looking at.
It's most certainly that the artist kept Tails' design as simple as the official art (as requested by SEGA certainly), and could go in more details on these creatures. That's not even uncommon in comics books. Those monsters were also used to show a dangerous zone, far from the Emerald Hill Zone.
