They aren’t adhering to “Tory fiscal rules”, they are trying to rebuild public finances & public services as well as dealing with historic debt & any number of other problems.
They are doing great things, but they haven’t had long enough for that to become clear.
Did you read Smith's quote? He was talking about a Conservative government. I'm saying he could easily be talking about the current Labour government. Switch the word "Tories" for "Labour" – you'll see it works just as well.
Yes, workers rights, shifting the tax burden to the richest people, closing down loopholes for tax avoidance and chasing down tax avoided, renationalising rail, a publicly owned energy producer to drive down bills. All things Smith would approve of.

He was a douce Scottish lawyer who laid the foundations for Blair and now Starmer.
The IFS showed that the budget was regressive not progressive, the claims to be clamping down on tax avoidance are just words without a commitment to properly fund HMRC, Labour blocked making reducing bills a strategic priority for GB Energy, and there is no indication of rail fares falling.

Adding an NI burden on to employers is going to hit workers when they get laid off.
They are getting rid of hereditary peers, but they need to ensure their bills pass so they have to start rebalancing it. They have to play the game.
