First of all, "fraud" and "abuse" are very strong terms. If you're going to accuse anyone of those transgressions, you must offer proof.

Secondly, if there's any "waste," then eliminate it. But that too must be proven.

You have to be careful and circumspect. Sounds reasonable, doesn't it?
