Great! Then 50% of Americans can read at ABOVE a sixth-grade level. As for the functionally illiterate, I hope there are organizations to help them improve.

my apologies, i went back to the data and its actually 54% reading below 6th grade level, in a country that ranks 125th in literacy rates. as for "organisations to help them improve" that would require funding, and why would the GOP fund initiatives that promote critical analysis?
My friend, it's not a matter of ain't so bad. It's very simple statistics. If the average of anything is X, then nearly half of those measured are -X, and half +X. I say nearly because a few will come right down the center.
I don't believe it's the function of Congress to provide funding for what, essentially, would be an NGO set up to improve literacy. I am not a teacher of English (I might just barely qualify to teach history, but probably not), but I would be delighted to contribute to such an NGO.
