Knowing that they were making a battle simulator game that will (hopefully) become the new home for official tournament play and the competitive metagame, makes all the more sense for them to fully capitalize on them in a new Legends game.

They were going to have to spend the time and energy working reincorporating Mega Evolution, which is the largest subset of 3D models that have not been incorporated on the Switch in any capacity. A new Legends title & Mega Evolution are surefire ways to please old fans, but that’s secondary here.
The primary benefit to dedicating the time and resources to creating new 3D models of Megas is to reincorporate them into the metagame without having to shoehorn it into future mainline entries instead of having a fully new (or even no) central battle gimmick.
This sets up what could be a significant reinvention of what it means to have a new main series game, in a new region, with a new generation, than it ever has before.
Probs won’t be felt to the full extent in generation 10, since Scarlet/Violet ditched so many mechanics that Legends Arceus introduced, but a divorce of the competitive experience from the single-player experience is a crucial step toward meaningful evolution to the franchise in coming generations.
