His point I think is that people with access to the levers of power shape history more than a peasant in the fields, but this is maybe the most banal truth of all time.

Right, but because he needs the framing to be that this is something inherent to these people that gets morphed. Because heaven forbid we imagine a world where people are in positions they didn't earn through being brain-geniuses
Yeah, he's attributing the fact that they have leverage to the fact that they have "agency", when really it's the leverage that allows them to express the agency we all have in consequences felt by more than the people immediately around them.
