I was just thinking the same thing. For starters he violated the hell out of HIPAA. DOJ won’t prosecute it, but he can be held liable civilly. He can’t ravage personal or medical information.

I guess number one would be how many people would it take to convince a judge to take that case. And I think the money's too low, based on the damage that has been caused. Good question though
