I‘d say domestic politics always matters, but on a systemic level most countries are constrained by geopolitical realities. The domestic politics of the hegemon, however, is a different beast. So I guess not all domestic politics is equal…

Let's cut to the quick. US has joined in Ukrainian war- on Russias side. Not appeasement - but Ukrainians minerals for US, land for Russia. That is the big strategic picture- rest is talk and froth. US domestic politics have given a strategic volte face

Why would the Ukrainians give the US anything? For that to work there has to be some benefit to Ukraine from the US. Not clear what that is.

(I know plenty of people who actually believe that. One can only hope they woke up today. Yes one can, in principle, work with countries with different values. But you cannot pretend that domestic developments in those countries won‘t affect you.)
