It's probable that the politicians who wrote the law that demands this testing never thought about legal drug use. they wanted to PUNISH WOMEN
Equal Protection?
Interpreting records would be part of the due diligence of reporting, so should be mandatory.
The same people cite that reason at termination proceedings constantly. It's like a trump card, except when CPS is the bad actor.
