In 2005 when I lived in Yemen polio returned to the country. One area refused to let the gov in to vaccinate. USAID sponsored a Yemeni NGO which negotiated with the area tribal leaders to allow them in to vaccinate their kids. They later built schools and clinics. USAID was a source of pride for me.
