A petty complaint, I know, but I got a new iPhone and the minimum volume for headphones is crazy loud. For the past decade, my strategy for overcoming devastating insomnia was listening to podcasts on 1% volume. But 1% volume is now *literally* as loud as 20% volume on my old phone, so that sucks 😩

Wired: You could try an external h/p amp* with vol control & use that to keep things low.
Wireless: Do they have a setup app that is bypassing the phone?
Music or podcasts?
Have you tried turning Sound Check off in Music settings?
*Yes, that's an extra spend

If it helps, I've been working on some sleep music because I also suffer insomnia. I'd be happy to reduce the volume on the masters for you and send over.
One I've tried that works well is the Under Milk Wood with Richards Burton. It's the closest I've come to yet that soothes perfectly.
So, if you listen to Calm app/podcasts etc to sleep, maybe avoid new iPhones ☹️
(Also been told I have a great voice to fall asleep to)
I use the Beats earbuds and have never had a problem, and I can be quite noise sensitive.
It's an analogue dial so isn't just sending volume up/volume down commands to the phone
The controls in VLC let you adjust gain as well as other balance settings for playback, so if you’ve got actual audio files to play, I’ve found that useful for really low volumes
