2/trying to figure out what it can do the cut back the agency w/just an EO. Or debating whether to go all out & make it another Q of exec power for the courts. A Dem lawmaker told me DOGE has essentially taken over USAID systems as it has some other agencies. That exact situation remains murky.

4/it’s a bit illogical b/c the plan - far as I know - isn’t to officially eliminate USAID but to make it merely a part of State. At same time, the Trump/Musk team wants to slash USAID staffing - like govt staff overall - so maybe the sign removal is part of planned office space cuts.

7/hard to navigate. The Dem lawmaker bemoaned to me that the work USAID does simply doesn’t get much outcry among Americans because they often don’t realize the indirect positive impact on them. The comment hinted lawmakers aren’t getting much heat on it, so GOP esp doesn’t feel need to act.
