If they want to do that, there should be a commensurate decrease in federal taxes that states and localities can use. That would be so harmful for those states that use so much more federal assistance than contribute annually.

I live in a place where FEMA helped a lot of people whose houses were damaged by a flood. Despite all the lies about FEMA most of them were satisfied and truly helped by FEMA. Taking a wrecking ball to everything that helps people is not going to be popular.
