What's effectively being said is go and start a whole new kernel project, and sure people could do that but again, the goal isn't to start a new kernel it's to improve the kernel that powers the world

There's this stupid meme that's spread around that because you can fork a code base, the solution to every problem in FOSS is to fork the code base. No if you care about the longevity of the project then forking should be your absolute last resort after everything else fails.
Forking is so easy to talk up as a magic fix by people with a big mouth. Remember the Yuzu/Citra/Godot forks? How are they going? 🙃
It took 33 years for Linux to become one of the most collaborative projects in history, there’s no replicating that. The Rust people aren’t even asking for much.
Rust developers want a kernel in rust, will it be named Linux or Redox is based purely on how Linux maintainers treat rust devs.
Alienating potential contributors to already complex codebase is never good for the project.

Forking a community is hard and unpleasant, and ought to be avoided.

the core of the kernel isn't being rewritten, it's various kernel modules.
