While this is a necessary step will anything come of it? Probably not. Without the current regime falling or an unlikely complete Ukrainian victory any peace deal will deliberately exclude anyone being held responsible

The Special Tribunal will be established by an agreement between Ukraine and the CoE. It will derive its jurisdiction from Ukraine.
