Conspiracists in Nigeria have enjoyed very much US Congressman Scott Perry's allegations that USAID was financing Boko Haram. Sahel military regimes love this theory, too, and the story has eventually been picked and presented as "look, even America says it, our suspicion is vindicated!" 1/
