How is band H in Westminster £1828 but band B in Stockton on tees is £1846 and band H is £4749 and house valuations are considerably lower in Stockton?

I believe it's because Council Tax is not uniform across the country. Tory councils tend to have lower rates than Labour ones - Tories believe in lower taxes. How they pay for the services I don't know.
There's also the effect of the amount of business rates collected (high in London) and number of smaller properties in an area eg north of England, that affect council revenues.
The highest tax band valuation is quite low.
It seems that band H is of the order of £4000 in both Stockton and Westminster, with Westminster being the lower.
The overall amount needed in Stockton may be higher than Westminster or they may have less other income.
For years Westminster deliberately pushed poorer people out of their area to other areas. So, less services needed & ctax is kept low there, as was poll tax before it. We need more bands to reflect the higher end property prices + annual tax on all long term empty properties at 100% of their value.
Yes, I seem to remember that the leader of the council, I don't remember her name, was mixed up in something shady to that effect. Westminster will probably get more in business tax too. And yes, there should be higher bands.
It’s a local tax so if Westminster (Buckingham palace council) raises the tax on Buck House Westminster gets more money. Makes no difference to Blackpool.
