The latex sac/diaphragm in these pens is a consumable part. Luckily there are still people out there who can service these pens and replace the perished parts. I got my Parker Vacumatic serviced last year and it works a charm.

If they sell vintage pens in working order it's very likely they do repairs or know someone who does. It's also a good idea to check with fountain pen clubs or groups in your area. They will likely be able to recommend a good restorer. The ones I know are in the UK.

They might also be able to recommend inks that will prolong the life of the latex sac. I think a general rule is to avoid alkaline inks, which means Japanese inks usually. Waterman's blue inks were recommended to me as 'vintage safe.'
