AO3 has no dislikes or at least mark as read function, so I think these people use bookmarks as a tool to mark fics so in the future they will be able to see if they read this work already and what were their thoughts.
still, this person should make their bookmarks private 🙈

I bookmark everything I read on ao3 so i know ive already read it! Only exceptions are if i am REAALLY put off by a fic, like to the point of feeling physically ill, which is very rare lol

I wish you could block the users when they do rude stuff like this. Sadly, block AO3 doesn't keep them from seeing your stuff or removing their comments and bookmarks.
