No, active duty and veteran servicemembers are allowed to salute while in civilian clothing, as of the National Defense Authorization Act of 2008. However, your point still stands: Trump never served, thus should render civilian courtesies, not military.
You got a reference for that? I don't think it's correct. Customs and courtesies still suggest civilian clothes use hand over heart not a military salute. I'm a veteran and I would never salute in civilian clothes.

What I do have a problem with is the salute itself. It is all wrong, looks like he is shielding the sun. It is awful.
