The thing about using the best design here is not only does it reduce light pollution, but it also saves energy. You get the same ground level illumination from a significantly smaller bulb with the reflective down-facing fixture.

This along with lighting every building and bridge with LED’s because they save energy and cost less doesn’t jive when those locations didn’t have any lighting at all previously.
