Usually, yes. Though once an airship is boarded it's usually game over for the crew. Pirates usually seek to grab whatever the airship is hauling, which in this setting is valuable minerals and raw fuel oil, so the easiest way for them is to just commandeer the vessel.
Mind you, a good portion of what gets passed off as piracy is really just corporate sabotage. Mercs/pirates sometimes get hired through middlemen without knowing what they're actually getting paid to do is to hurt a rival company's bottom line.
