He cannot "ditch Musk" because he could simply bring him back after passage. He would need to take tangible and absolutely irrevocable action to guarantee Musk could never return.

Ideally the condition would be the confirmation process for Elon (and non-waivable clearance/back ground checks for DOGE employees) or his companies are barred from accepting govt contracts. But you’d need a law to guarantee it happens and Trump would never sign any law.
What he really wants is to control of every government process that touches our everyday lives. Easier to stop if Congress expressly defines the DOGE as not that but as a narrowly defined department and forces it to follow bureaucratic process - clearances, confirmation, etc.
Having “Big Balls” fill out Form 497/E to get access to data - subject to the usual interdepartmental processes - is a better check than any other deal the Dems can realistically get.
