Captain America Brave New World is a political thriller designed to be as apolitical and inoffensive as possible. It also doesn't really compensate with any good action or anything memorable (other than Tim Blake Nelson's makeup).
Its hard to know what was there before those reshoots. Apparently the test screenings of the original version were pretty bad, but that doesn't have to say much
