It's called civil disobedience. But I guess that's not a thing in the US.

Instead of abetting and helping the intruders, employees should hold them, using force if necessary. Let them bring in police if they don't like it. Then at least the judiciary will get involved somehow.

I worked on government computer systems for 40 years. Making changes to large legacy systems is akin to replacing a piece of hay in the middle of a haystack without disturbing any of the other pieces of hay. Nobody can do that without taking a lot of time studying the system.
