I use Clip Studio Paint with all my layers set to monochrome, with a brush I found on clip studio itself called donyori neo (I'll put a link) https://assets.clip-studio.com/en-us/detail?id=1713464

as well as a noise brush I made myself in photoshop https://leslekieuart.gumroad.com/l/ckqnd. I also use a basic round brush set to the smallest size possible

It's a lot of scratching things in and then going back in with a small brush and cleaning up to add sharp edges. In order to do it though, you have to make the canvas extremely big (here it is zoomed in at 100%)

I could probably go more in depth but I'm still trying to streamline a faster way to do it (it's a lot of zooming out and slowly building up to the values I want rn)
