The other problem with this definition is it constrains preprints to look like journal articles. I'm concerned talk about preprints is already too focused on how we evaluate them, and not enough on what possibilities they open up. The thing about preprints is that the detractors will pounce on any small thing they can to try undermine any of the value preprints can bring to an individual, as well as society as whole.
