Stakeholders don't have to look lower-level employees in their eyes when they tell them they're only giving them the minimum they can get away with. (It's a rhetorical question, but I am answering anyway.) They have forgotten that employees are partners and not just operating expenses.

Yes and I suspect that this is the underlying issue that got Trump elected. The uptick in black and brown voters and the women that never flocked to Harris as they predicted is very telling that this was about the declining working class more than anything else.
