Check it the Internet Archive's Wayback Machine. I suspect that if you go looking, you will find it's already all there. On the off chance something's missing, you should be able submit it for archival.

I work in industrial GHG emissions calculation/data management/reporting and this should be a good dataset and will include a lot of the input data used in the calculations.

Refer to 40 CFR 98 for more details on the reporting program, methods, etc.
