Langs isn't part of the college. He's the guy that owns that cheap coffee shop nearby that everyone, whether they're a student or a teacher, goes to. He listens to everything and talks to everyone, so he has dirt on half the school's dirty secrets; although he'd never use any of it. It just happens.
