It's often licensed or sold to companies, so the proceeds from that (licensing fees, royalties, sale fee, etc) go back to funding more research or covering budget shortfalls

If anyone is interested, it's called "Technology Transfer" and most every govt agency and major university has a program to facilitate this
Here's NASA's for example:
