Yeah, see, other than mandates for things like brake lights and a steering wheel, car companies don't ACTUALLY have to safety test their cars. They do so for several utilitarian reasons:

I think pretty much any corporation that gives Trump money will have less accountability. That's why they give politicians millions of dollars every couple of years.
I also fear a suggested national return to work mandate and removing tax breaks and any funding toward public transportation, so he can sell more cars.

FYI-Beta testing for all the other car companies is an opportunity for real users to use a product in a production environment to uncover any bugs or issues before a general release.
Teslas reportedly have the highest rate of fatal crashes of any car brand. 2X the average. People should know that. The government has an interest in measuring how safe cars are for people.
For every crash there is someone accountable. In this case all accountability will fall on the consumer. More Tesla crashes, less sales. It is simple as this.
