There is something wrong when the dry cleaning is more expensive than the article of clothing. People simply donate it to Goodwill or the Salvation Army, rather than cleaning it. As it stands way too much of this over consumption ends up, shipped out to the Horn of Africa.

It's about evading import duty or tax on single, low value items below a certain value. It's been going on forever. The EU and UK implemented measures on 1/1/21 to put a stop to it and there wasn't a murmur from the Chinese complaining about it. We now get charged VAT on all such personal imports.
