There have been instances of kinetic bombardments, such as flechettes, but Sci-Fi writer Jerry Pournelle had the idea for Project Thor, where you drop tungsten rods from satellites in orbit that would obliterate targets using just their kinetic energy.

That's a scary prospect. However,
kinetic just means "in motion". That phrase is SO VAGUE, it could mean absolutely anything.
