Hard to tell; that Trump failed to actually generate real sparks before the very end of the conversation could mean that Vance took it on himself, but it could also mean Trump was supposed to but he's senile and got too distracted with his rambling so Vance had to rerail the plan.

DJT:s "Truth" about the meeting seemed to come out even before the reports about Zelenskyy leaving, which to me, would suggest this was planned beforehand. I don't think the Trump administration was going to go through with it, and this was just the manufactured excuse.
