Exactly, Earth said it - people view them as tools not pets. Not to excuse the appalling conditions but it’s a different culture and there is abject poverty. Frankly the people don’t live in much better conditions. Education and assistance are key to change not outrage.

I have lived in very rural part of the northwest of Spain for 18 years. The same thing happens here, though enforcement of the laws and education have improved a lot.

We had one for 3 years, neighbor was willing to give him up to us. He is in the center. 11 years on a chain.

to move. I was devastated & angry. They had no right to give the dog back to those disgusting, negligent, abusive 'people'. I'd like to put them on a chain in freezing cold November as it's raining with no shelter, food, or water. Maybe we'd see less animal neglect & abuse. Again, thank you.
