But in this case the Americans have already effectively abandoned it (based on Hegseth’s remarks as well) in its existing format and it’s a question of how to build something new. Just because it remains functionally needed doesn’t mean it can be willed back into life.

and for what it's worth, I think Greens and CDU are most committed to these (old) transatlantic relations, and are genuinely frigthened by the US withdrawing from Europe. Beyond the hostility between the two parties, there is quite a bit of common ground.
