I'm not an expert. Personally, I think the only reason Trump is doing this is political, to blackmail Europe that he's ready to remove troops from Europe. (Hungary is the black sheep of the EU). Regarding cost: who knows? Probably a lot-if you ask me he should bring them home and good riddance
