This can never happen due to a failure of the system in any normal scenario - the main drain has to be opened manually at the service/riser and is a violation of the fire code! Hope this helps
I mean deliberately trying to freeze out protestors by flooding them with icey water could be a roundabout attempt to hurt them in the eyes of the law, at least in the same way as spitting on someone counts as assault.
