Playing Devil's Advocate, isn't this what they would say to anyone who wrote to them instead of going to the FBI? If you wrote to your state governor's office asking a similar thing, wouldn't it refer you to the local FBI office for your area?

I already know that, as evdenced by my comment. State AGs also inform those who write to them about a possible criminal case to contact their local FBI office. In other words, I don't see this to be unusual or the "brush off". Standard operating procedure.

While a federal employee, I complained to the IG about what I think was a Hatch Act violation by a Trump appointee. One day later I got a call from the office saying there was no violation. Laughingly she said, “How’s that for a quick answer?” I said that I’d have preferred a thoughtful decision.
