I’m an absolute tin hat about data privacy but I checked Screen Time and all the Apple Intelligence stuff had auto-defaulted to on. Worth a check; it takes seconds

If you have a device that CAN run Apple Intelligence you need to turn this off as well as the general Apple Intelligence setting.
Settings > Screen Time > scroll down to Content and Privacy > turn on Restrictions > Intelligence and Siri > turn off the first three options
