Yes, Congress is going to sit idly by. And when it reaches the Supreme Court they will say, “this is a political dispute between two branches of government. If Congress doesn’t like it they can impeach him, we’re not getting involved.” And then we will have a king. King Donald I.

What happens?...they go back to court, and the judge typically threatens legal actions.

There are plenty of legal actions, aside from holding the president criminally liable. You can order the case resolved in the states' favor as a sanction. You can hold Musk/minions in contempt through jail and fines. The Q is what happens if it comes down to physical force (i.e., US Marshalls).

I think fines are the only effective recourse. Banks/financial institutions will honor a court order. The US Marshals Service, under direction of the DOJ, may be ordered to ignore the court. The current acting director is a career guy that might honor the court, be he'd be quickly replaced.
